A resource is an item that is considered a "raw material" and additionally can be collected with the use of 
Miners, 
Laser Extractors and 
Blight Extractors. 
Bug Chitin is dropped from bugs so does not require specialist equipment to acquire.
Resources are base level items that essential for producing Materials.
